IF he is looking good enough he could be getting further development in winter ball and during ST before the ultimate decision at the end of ST.
If he is preforming well (but without MiL options) does he make the Padres' 25 man next year (still a long shot) or if just "OK" would a DFA at that point (when other teams are pretty well set on their rosters) get his through and buy a season in AAA for the Padres as a non-roster players.
Of course, this all develops only IF he is showing some real upside potential.
