At various times over the last four years, he's had stretches where he looks like he's putting it together. I hope for his and the organization's sake that this time it sticks.

Well...that "substance" appeared to be working as his numbers were out of this world.
Guess maybe that was why they were watching him.
He needs to learn how to do things gradually and/or not get caught....lol
