Never know who materializes for protection consideration ... but HS players out of the 2016 draft seems to be only Potts (and he is not slam dunk) and don’t see a College player out of the 2017 draft. Could just be omitting someone.
Now when they get to the winter of 2021 ... both the 2017 HS and 2018 College selections paired with the international signings may create a real debate. But Preller has two years to really cull the system (ML and MiL) to minimize that issue and use that excess potential for limited upgrades.

I would almost bet that the Tigers with the fist pick of rule 5 will pick a player from us and have no problem carrying him the whole year . They had like 3 major league players on their whole 25 man roster this year and have nothing in the minors except 2 or 3 pitchers

I don't know about 1st pick, but I would be surprised if we don't lose 1 or more guys to Rule 5 this year. Too many borderline guys to protect them all, and 26 man roster will encourage teams to make selections.

It would make a big difference if that big Intl class had another year to develop; which they should since didn't play at all in 2016?

Then if the call is among players who are not expected to play in the ML during that period ... is "high ceiling" the more important factor ... is the probability of losing a player via a waiver claim (greater probability) vs a Rule 5 going to convince them not to expose a prospect to waivers?
Padres may look at the vast number of prospects who do not have to be protected (e.g. Trammell, Arias, Edwards, et. al.) and see them as better and arriving about the same time as the prospects that need protection .... so maybe taking the risk of losing them via Rule 5 is not that impactful in the short or long run ... take the risk that some other team selects and keeps them. Maybe not that big a loss.
Detroit - Baltimore - KC - Miami all lost more than 100 games they (and some other teams with losing records) will select and keep Rule 5 players with the new 26 man rosters.

Yeah, even with the expansion to 26-man rosters, and some truly atrocious teams out there, picking 3 guys in Rule 5 let alone keeping them all year is DEFINITELY the exception, not the rule. The restriction on not being able to option them to Minors all season is just too tough to overcome. And as Diaz, Torrens, & Cordoba have shown; even when clearly talented, it's tough to "hold" those 40 man spots for another 1-3 development years before "arriving".
