I really applaud the Pads for not holding Tatis back to start this year. It's clear the whole dynamic in MLB has changed the last 2 years; you now want to extend your young POSITION players as early as possible for as long as possible, so starting Tatis' service time clock ended up being a no-brainer, because: 1) He plays every day, 2) He was by far the best option at the position - especially at the time, and 3) they're obviously going to do a long term extension sooner than later (I DON'T think they should do it this offseason).
A potential Ace SP is a COMPLETELY different proposition: 1) He will be limited to somewhere around 150 IP next year. 2) Even if he were the O.D. starter (not going to happen) Padres could gain an entire extra year of control by having him "miss" a total of only 3 starts. It does NOT make sense to extend P's early in their careers because there is so much greater risk of injury; balance of risk is too much on the team. So team is only "gaining" those 3 starts in exchange for millions of $ spent earlier than they would have been AND 1 less year total control over a SP who can't pitch a full every 5th day MLB season anyway.
Gore has made 5 starts at AA including the last < 2 IP ridiculous "return" from being shut down. Patino has made 2. For comparison, Paddack had made 7 utterly dominant starts @ AA & had much less competition entering 2019 than there will be (Lamet, Richards, Quantrill) in 2020. These guys need to start the season in AA. Even if Gore looks like an obvious frontline MLB SP, the smart play isn't starting him on Opening Day 3/28 or whatever... it's having him start LAST in AA around 4/10; make whatever # of tuneup starts in AA deemed neccy, then get called up early with an extra year of control over hopefully an Ace SP.
Doesn't just make sense for long run; actually makes more sense for 2020 to have Gore available as late into season as possible despite his innings limit.

Actually did not mean to omit Quantrill. It could be that Quantrill beats out Lamet, and Lamet goes to the bull pen.

Our SP of Lamet + Lauer + Joey + Q and Paddack are all on the + side in WAR ..for 2019
In 2018 only Joey was + in WAR all others were in - negative WAR territory.. Pretty nice turn around .. We add a 3-4 WAR type TOR in the off-season to the mix and Gore comes up at some point and we can take our SP to a whole new level in 2020
