Should note that the Padres have one of the LOWEST average ticket prices in MLB ... doubt they blunt the new good will of signing Machado with a price increase now but it would be fair to expect once they start winning / contending with an "average" MLB payroll they move to a more "average" MLB ticket price structure.

I think the longer Bryce Harper remains unsigned the better off for the Padres chances. A meeting to discuss where the Padres were last week versus where they are today versus where they might be next week and beyond , including club payroll versus projected revenue over the next 1-5 years and 6-10 years with the likes of Tatis, Urias and the slew of young pitchers along with a FA starting pitcher, ie; Kevin Brown type, changing the payroll.

Strasburg: $25 - 15 -15 - 35 - 25 - 15 - 15 then $70 deferred and paid in at $10MM/year 2024 - 2030.
Given those Boras deals ... a very good templet for a cash flow that fits the Padres' needs ... e.g. low in 2019-20 ... bump up 2021-22 (Olivera - Richards - Kinsler out opening up space) .... jump again starting in 2023 (Myers out and likely Hosmer opts out). Note that Strasburg has deferred money (so Boras is OK with it) but did hear that the Padres don't like going that route.
So, the scenario is set-up so that there is a chance it could work. Underlying though would be the Padres make their big gamble on their prospect SP developing.
On Harper, the ball is in Boras' court and his minimum demand and contract creativity.

For the Padres they get room in the first 4 years to keep they payroll under $130MM. (note: maybe $150MM is the level eventually, but no indication that is were they will be near term ... plus some theoretical wiggle room if they need trade deadline adds in a pennant run).
Hosmer's opt out is at the point when his salary DROPS down to $13MM per year for the following 3 years ... and Boras is his agent. In 2023 could Hosmer do better than $39MM/3 years ... probably ... but even if he does not a $13MM salary in 2023-2025 is not a major hurdle for the Padres.
