France being nuclear hot combined with Urias & Kinsler's slow starts simply forces the issue.

France & Urias reminds me of the the pitching situation with Quantrill & Logan Allen:   France is almost 3 full years older than Urias.  Urias remains the better prospect, but France looks to be earning his narrower window of opportunity first.

Seems as though the Padres like to give about 10 (maybe a start or two more) before they bump them up .... looks like what they did with Paddack, Lauer, and Lucchesi for their jumps from A+ to AA.

I would guess that may be on or about June 1.
