Since it is pretty safe to say that the Padres (as do most or all teams) budget and plan to spend their entire allocation amount each year ... I would not get too angst about which prospect gets what amount ... all are gambles at this juncture. Think Padres track record is to pay slot or more for that early 1st round pick ... Quantrill (over) and Gore, Weathers (on). It is the player they want ... pre draft discussion probably made clear the signablilty and general range ... so they get who they think is their best option and a price that fits.

Looks a bit as though they focus on the using their allocation to focus on landing their key targets with the early picks and once they are made use the remainder to generate the undersold signings to cover the overslots ... in this year Edwards. At the end they get their best picks in the "higher odds" early rounds while sacrificing  some "lower odds" picks later. Occasionally some "lower odds" picks become winners ... but that is as much pure luck than great scouting or insight.

Money on the margin is not all that significant to the Padres at this point.

Today's twitter says "flurry of moves today" ... is there a web site which has a list?  Or I guess I'm asking how madfriars twitter know about the minor league moves?

Don't worry about the velocity. Just get him to stay healthy through the second half.

Even in 2015 when the were both younger and healthy Kershaw and Bumgarner were only at 92-93 MPH average FB ... they turned out OK.

Poked around Chris Paddack's Fangraphs page and found a couple nuggets...

His ERA is 2.24, but according to the advanced stats, he's actually been better. His FIP is actually 1.74.

My personal favorite? In 2015 while still with the Marlins, Paddack threw 295 pitches. He only threw THIRTY FIVE balls.
