I agree with you on keeping them out of El Paso. Preller has said a number of times he wants them to develop as starters so baring a sequence of injuries in the pen ... probably not there.
So, ML starter or AA starter likely ... at least that is how I would handle it.

Listening to the MLB Pipeline Podcast this morning, they were discussing the 2018 draft and reminding us that the January prior to the draft there were 3 consensus first round high school pitchers from Georgia.
#1: Ethan Hankins (1st round pick, currently top 10 prospect with Indians)
#3: Kumar Rocker (current #1 draft prospect for next years draft)
and #2.... Cole Wilcox. Not a bad reminder of how good many people thought (and still think) Wilcox will be.

I dont see Morejon in the minors. Considering how well he pitched in the majors and playoffs last year I have to imagine he isnt going down.
If I am the Padres (which clearly I am), if Lamet is going to miss considerable time (and Clev is already out). Why not see what you have in the prospects? As Padre fans would anyone be upset if the OD rotation was some combo of Davies-Morejon-Gore-Patino-Paddack. You know Gore/Patino/Morejon will have some growing pains and might end up with a 4.5 ERA but that's why you give them experience now so in 2022 they are ready to breakout. Plus if they do pitch like we know they can, that can be a playoff caliber rotation even without our two aces.
