Minor League Discussion

I side with the players here too.  It's beyond ridiculous that some MLB players are making 8 figures/yr and Cody Decker (who did make it to MLB, unlike most) is making $700/week or whatever.   What really gets me is the insane level of disparity.  Top 10 draft picks get 4-6 MM, Sr signs on the same team get 1-5K?  Puts the "rich" guy in a pretty awkward situation watching his teammates in low A trying to survive on $20/day for meals on the road or whatever....   It seems like the teams are actually LITERALLY hurting their own players' development by paying them SO little.  Don't you want all your guys to have the best possible nutrition, training, coaching, etc coming up through the Minors?

I could see them losing the minimum wage suit as "contract" players (i.e. no overtime > 40 hrs like a restaurant manager), but feel like there simply obviously is more than enough $$ to go around, even if that shift of $ has to come from the top dogs in MLB.

If you cut out one full season team, you should be able to increase salaries 25% to the others; I think something on the order of a 100% increase per minor league level (guys below Minors FA, 40-man roster, etc) is what's needed.  Do think it's true that if the parent clubs controlled/owned the minors franchises, the minors players would likely get better treatment.

Anyone know if the winter leagues will run this year (other than the expanded AZ instructs). IF so, the Padres should be packing in some players to get them up and running for the spring.

The international market continues to move. The current int’l signing period (2019-20) ends Oct 15. The #Padres just signed 6-ft-8 RHP Wilton Castillo, 20, of Cuba and SS Jake Correa (20) of Costa Rica. Both will report to DR Instructs.

Can anyone confirm that we still owe KC a PTBNL in the Rosenthal trade and are supposed to receive a PTBNL from Cleveland in the Clevinger trade?  I tried to sort all the trades made in 2020 and I believe I covered them all although some said cash considerations or a PTBNL; I'm assuming most of those, like Alfonso, are strictly cash considerations.  Thank you!

Have not seen any resolution but IF it is a PTNL it has to be a non-roster player and be named (as I recall) within 6 months of the transaction ... so before February and spring training. Not going to get more scouting in.

One potential issue may be to wait until after the Rule 5 draft (early Dec) if the acquiring team is targeting a Rule 5 eligible but does not want to put them on the 40 man. If he is not selected in Rule 5 ... take him as the PTNL. If he is taken ... move on to the second choice or the the cash.

Let’s say it is someone like Ornelas ... not likely to help near term but upside. So, if he is not on the 40 (taking a spot from someone else) in 2021 ... and he preforms he is added in 2022 with still 3 option years in place.

With regard to any Rule 5 eligibles being added to the 40 man, my guess is they add at least one - Tucupita Marcano - and could add up to three - Reggie Lawson and Mason Thompson - being the other two.  The former having recent TJ surgery and the latter never really being healthy after TJ surgery in high school are unlikely adds but do have great upside for teams undergoing a pretty serious rebuild.  After the FA subtractions, non-tenders or outright assignments off the roster, should have some room for a couple of FA's brought onto the roster at some point in time and maybe even more than one 1 or more roster addee from the system or thru other means of acquisition.  Every off-season tends to be an adventure, buckle up and hope for good results!

Don’t see any numbers issue with the 40 man and that will allow the Padres to be flexible on strategy.

Add that at the end of ST (baring related trades / IL placements) should be at least two DFAs out of the RP currently on the roster. So, if the Padres can sign a non-roster veteran to a minor league deal over the winter or deal for a non-roster prospect ... they will have the room for that person to be added to the 26 man roster for the season.

It will be interesting to see how Rule 5 selections evolve this December. Lack of play / scouting in 2020 makes it harder to judge those popular mid-20 year old RP. Even if teams can return them with the net cost being about $50K for a “look” ... with money concerns is it worth it? Still if a team is confident the selection will make the team ... only cost is the selection fee since the player just bumps someone else to net out the 2021 cost.

Someone like Lawson will be interesting ... probably will not pitch until mid-2021 (so probably an IL exemption but “extra” cost as a ML salary) and maybe have to be carried on the 26 man into 2022. A big disincentive to being selected but, unlike most, still has some high upside.

Seems like the "scouting" that will take place on potential Rule 5 guys will come almost 100% from the developmental league going on now.  The "protect or don't" decisions are going to lean even more heavily than normal on the Manager/Coaches in the developmental league (although assume GM's/AGM's can be in the limited audience for these games).  Probably always heavy input on OUR players they are coaching, but this time around really relying on them for being the "eyes on" for other teams' players, and may only get 1-2 games of seeing guys.  For P's on our & other teams, that will be completely "randomized"; may not see a P in person that "word is" guy is playing great.  Probably moot point for Padres extremely unlikely to make a R5 pick, but significant issue for rebuilding/cost cutting teams.

No formal scouting, but I think some teams "video shared" some stuff from the alternate sites.  Seems like a foregone conclusion that any Rule 5 eligible guy who was at a team's Alternate site will be protected (i.e. Marcano for us).  Question is if a guy who wasn't at Alt site, but does well in developmental league can really make that MLB jump.  If so, why weren't they at the Alt site?

I expect at least 2-3 teams to make multiple Rule 5 picks as part of rebuild / cost cutting strategy for 2021 with all the financial uncertainty.   Maybe guys they really liked their draft / Intl signing year that they missed out on.  Mostly P's, as always.

Not sure the winter development sites will provide that much insight ... assuming the sites are even fully open to a cross section of scouts. Padres have a big collection of bodies with, I suspect, most not getting a ton of in game work ... mostly development work behind the scenes. Not even all the “older” Rule 5 eligibles are even there.

Teams may not want to commit resources to research Rule 5 guys given, in reality, they are the fringe ... and money is tight to research and to select.

Best guess if a team is going to play ... it will be based on their scouting reports from 2019 ... most teams have a pretty good data base to work off.

I really like Tirso but I give a 0.1% chance that he would be selected in the Rule V draft.  Mason would be even lower.  The only ones that you would even slightly worry about is Tucu and Reggie.  With Reggie being on the 60 day for most of the year so it makes it easy to bring him along.

The funny thing, is this Rule V draft would actually be great for a team like the Padres who are  very research oriented.  They love finding those AZL guys that can actually rake and take that step forward.  The problem is the 2021 Padres dont have that room.  The diamond in the rough person would be someone like Guerra. There were a couple times last year when we saw him throw and he looked every bit like a dominant late inning reliever.  But other times he couldnt find home plate and then would throw it down the middle.  Rookie mistakes which are fine on the Orioles.  Do the Padres have room for someone that throws easy 98?
