If money is the issue Garcia $3.5 probably has the best Value/$$relief combo of all our Pitchers ... Pomz could with a strong healthy ST.. upside wise and trade value maybe Morejon/Baez carry the most value, without hurting the 2023 BP much..
I was quite pleased to discover that Honeywell still has an option year. This signing wouldn't have made sense otherwise. I expect every relief pitcher with any options remaining to end up in the minors as depth for the season, unless any of the relievers without options fall flat on their face or get injured in spring training.

Relievers
1. Hader
2. Suarez

The #7 spot in the bullpen will likely go to Lopez since he is a rule #5 selection and we cannot option him without losing him. If he shows any promise he will make the team. I expect all of the pitcher with options remaining: Castillo, Baez, Avila, Kerr, Knehr, Weathers, Wilson and Cosgrove to begin the season in the minors and be competing with each other to be the first one called up. Same thing for Morejon, Honeywell and Groome. I expect them to start in the minors and build up their innings to be ready to start when needed.

Might want to confirm Honeywell having options. Roster Resource has him with zero and looked at his transactions on MLB.com and he has been optioned each year from 2018 through 2021 (4 options I guess due to some interplay of COVID season and injury).

My base case for the 13 active pitchers (before injuries / trades):
6 SP: Darvish; Musgrove; Snell (L); Wacha; Martinez; Lugo
3 LHRP: Hader (L); Pomeranz (L); Hill (L);
3 RHRP: Suarez; Garcia; Wilson;
1 long relief: Morejon (L) to flip the other team coming in for Lugo, Martinez, Wacha as needed. Or even Darvish / Musgrove … a RH oriented SP staff.
That should put Honeywell, Crismatt, and Lopez on the bubble for a roster move. All the others get optioned.
One note of my base case 13 … only Wilson and Morejon are potential realistic option candidates.

MLB.com says that Honeywell still has options. I believe it because if he didn't the signing of Wacha would make his contract worthless. His contract specifically has 2 different amounts of pay for MLB or MiLB. As much as I like Morejon, I don't see the Padres keeping him if it means losing Crismatt, who was one of their best relievers last year. We will see. 🙂

I don't think Crismatt makes it to the end of ST without being traded..unless AJP moves Luis Garcia ($3.5) instead

Both Wilson and Morejon have options. I don't see the Padres trading one of their best relievers from last year just to avoid having to option Wilson or Morejon when Crismatt was better than both.
