I think we are at the stage where the Padres hold out to sign a few more ML veterans to minor league contracts with invites to ST and see who survives to round out the bench.
Avoids a ML guaranteed commitment unless they make the 26 man roster and basically a lot of remaining FA bodies that are not projected to be all that different form each other (especially for limited bench roles). In all the cases, 30 teams must have a reason to not have signed this remaining group ... and that is not encouraging for their 2023 value.
At the end of ST the Padres will have a lot of options to make room on the 26/40 man rosters to add multiple non-roster invitees.

Im thinking that is fine for C or INF. But Im really concerned about the start of the season, and the one COF spot until the return of Tatis. I would hate to see SD dig itself a hole in April, with a subpar performance in either LF or RF, and cost us a chance at the division. Dont really want to rely on a bounce back candidate for 30-60 games in one of the COF spots.

The "if he is healthy" is a legit concert with the shoulder issues in 2022 ,,, for the money.
The other concern I heard was his 2022 "peripherals" were much less impressive than his ERA and many are worried he is really more the 2019-21 pitcher with an ERA over that time in the 5s.
Put those two concerns together ... not case for guaranteed money or even the view that he is a #4 SP.
