If healthy probably … if not DH. If the surgery (if there will be surgery) does not heal by opening day … may not be an option to play the field.

Clearly Tatis for his offense and his energy needs to play but, frankly, he is not the Padres best SS. Consider this season:
Tatis (693 innings) … -13.1 UZR/150 ,,, -7 DRS … -4.4 dWAR
Cronenworth (224 innings) … +4.9 UZR/150 … +2 DRS … +4.9 dWAR
Kim (238 innings) … +2.7 UZR/150 … +8 DRS … +2.7 dWAR
Add that season to date for all SS with 600 or more innings (26) Tatis is LAST in UZR/150 and dWAR and 23rd in DRS.
Tatis may have a great image and make visually spectacular plays but is not a good ML defensive SS. Then add that Cronenworth is in place and better … no urgency to put Tatis back at SS.
On the other hand, if defense is not that important compared to what a Tatis would give the team in an energy lift playing a very visible SS position … a choice. Then have to address the gaping OF hole with only Myers, Grisham, and Profar … and the debate on what position is best for Tatis’ health.
Wonder if the Padres and Tatis have some concern about having the surgery this off season given the “successful” surgery on Bellinger for a similar problem has not had him return all that productively (note he is not back to 1B but in CF). If Tatis does not have another problem this year … might they hold off?

No tear to my knowledge. A "subluxation" situation where the shoulder pops out of the joint ... hurts, can be popped back in, often with swelling and needing medication. Agree. Paddack looks to be activated next week … some days off coming … maybe Arrieta returns from the hammy and Padres could be sitting Musgrove - Snell - Darvish - Paddack - Arrieta. I would even go back to Knehr for that 5th slot.
