I would be surprised if Capps returns to the upper 90's with his modified delivery to be rules compliant. Still has a legit shot since don't see four other clear cut options for slots 5 - 8 in the pen. So, if he is decent over the next week+ ... considering he is out of options and a number of the alternatives are non-roster ... he could get a longer audition by making the opening day roster. If he struggles during Apr ... easy to release him later and call-up someone. He is not making enough money to be an issue either way.
Very hard to judge from afar any of the RP alternatives since most of their spring work has been on the back fields and in side sessions. The limited appearances in "A" games can (and likely is) misleading. Listened to Balsley the other day basically saying that with all the SP candidates so far it has been hard to schedule innings with having to place two SP in the same game with the objective as spring moves forward to get them 4-5 innings ... not a lot of room for RP to showcase except on the back fields.
However, looking at the bigger roster issues, IF Ellis, Ross, and Young make the 25 man roster as non-roster that will require three current roster players to be moved ... three may not be a big issue BUT each additional one (if they add from the non-roster RP) becomes more debatable. We all have our bias on who would get axed ... Dickerson to the 60 day is likely ... Lyles waived seems inevitable since he has pitched poorly and is out of options ... Szczur also out of options in a crowded OF ... well maybe not so difficult considering there still is Wick, Brewer, Guerra.

When he arrived in 2015 (healthy and with the jump delivery) he was averaging 98.7 MPH with the FB and maxed at 101.8.
Now he is trying to overcome both the impact of TJ surgery and the delivery change from the "jump" to the "drag". Fangraphs hand the "jump" worth about 3.5 MPH of added velocity from a "normal" delivery. Not sure where the "drag" delivery nets out but clearly his release point is now further away from the batter.
Last August (and from some ST comments) ... he was averaging around 92-93 MPH and maxed at 95.1 even with the modified release point. Might he add a bit more as he gains strength from the TJ recovery?
If he is now sitting in the mid-90s ... that is good enough to be effective in the ML, so not really put off by the velocity down tick. Maybe not the "elite" arm as in 2015 but still can be quality IF he has any command.
As I said, think he will get a longer look and make the 25 man UNLESS they consider him not fully recovered from his surgeries and put him on the DL (suggested on the Padres website as a possibility) ...
