Struggled with that one. Went that way with the "hope" Tatis is the SS in the second half ... so just covering the 1st half of the season and "hope" they could work through that with either (or both) Garcia and Urias covering SS.
Guerra is such a bad hitter probably would clear waivers easily and get optioned ... in case of an emergency could be added back at the end of ST (or early in the season). Additionally, might be able to sign a non-roster journeyman SS for AAA (as they did with Coleman before) also in case of emergency.
I just can't justify Guerra taking up a 40 man roster slot given his total inability to hit in AA/AAA ... no chance in the ML. Actually even in an emergency would prefer Villanueva (I know ugly) or even Cordoba (painful thought). Just treading water until they add Tatis mid-season (again I hope).

Surprising direction from Cleveland given they are the AL Central champs and return a very competitive team in a weak Division ... but if we look closer makes sense. Baseball Resource projects them around $145MM in payroll before signing any FA ... and that is following two consecutive years of payrolls in the same range. Cleveland is a small market club and may have been overextending themselves to compete and need a financial pullback. I would guess they would be more comfortable competing with a payroll around $100MM but really can't get there in 2019.
The tricky part is that they should still contend in 2019 but they have a boatload of FA and expensive club options (most they will decline) set for 2020 ... so they could achieve the lower payroll then. Possibly they want to see if they can move some older/shorter term players (and their contracts) for younger, cheaper ML quality players that would fit into 2019 or 2020 at the latest ... basically lower payroll and support contending in those years.
Checked Cot's and they indicate Carrasco had two options years: 2019 (exercised) and 2020 ... both at a very reasonable price for his skill. Should be a lot of competition from contenders.
What would the Padres have go give up to get Carrasco ... probably more than they would considering the two criteria ... cheap and key 2019-20 impact for Cleveland. (note Tatis is a non-consideration here). Probably at least two for one (probably 3 if they toss in a prospect). If you look at Cleveland's 2019 holes and then factor in the 2020 FA .... a package that might include some of : Margot; Renfroe; Mejia (yes a return candidate since they seem to want to move on from Gomes and his contract) and Lauer. Would be a question as the Carrasco's value to the Padres if they have him only for 2019-20.
