Pitt has Henry Davis and also Endy Rodriguez at Catcher but Rodriguez is going to miss the entire season.

Frelick is a 23 year old LHH CF with good defense and speed projected as a plus hitter (little power) who was a MLB Top 100 prospect (first round pick in mid-teens out of Boston College). Football background. Made his MLB debut last season … so at league minimum with six year control.
He could step into CF for the Padres now. So I guess that if Marsee is not a CF, then he is more a 4th OF guy and spots starts to rest guys and favorable pitching match ups. So if thats the case, then Frelick makes more sense.
And sense the INF is already crowded with long term contracts, I dont think we need a replacement for Kim. Plus you have stated a few times that you're not sure he can stick at SS anyway. So, I am thinking that Merrills value now is if he can man CF, or a trade piece for something that SD needs.
And Pauley, I am thinking he needs to learn 1B and/or LF to fill the biggest holes that SD has for the foreseeable future.

That also suggest that teams are not going up to the demand level and, in time, those demands will drop.
So with a limited money, Preller wants to upgrade maybe four slots and does not want to go high on any one and not be able to do the upgrades on the others. So, he waits … maybe seeing what he has in the three internal offensive prospects and the new SP … pursue trade talks for long term / low cost options … and as a last resort wait for the asks drop on FA (not really caring who is left) and swoop in on a one year deal.
Doubt Preller can fill all the holes to our satisfaction to start the year (although may be deemed right by mid-season if the prospects / trades work out). Preller will be flexible based on how the options shift over the spring … and really don’t know what slots are most critical to Preller. IF it is pitching and the best options are Lorenzen and Ryu … he may be reluctant to spend on other slots until he has landed (or pulled out) either one.
