Is this a low A ball team, short season, instructional league?
Pardon my ignorance, I'm just not terribly savvy about the big league at the bottom end.
I know SD is at the top, followed by AAA El Paso, AA San Antonio, High A Lake Elsinore, Low A Fort Wayne. Outside of that, it's all kind of a mystery.
Tri-City is part of the Northwest League ... http://www.milb.com/index.jsp?sid=l126
milb.com calls it "A Short" ... I see it as one level down from Ft Wayne (which milb.com calls "A Full" versus Lake Elsinore calls "A Advanced").
This team is typically populated with the college draftees and any high school kids from last year that are not yet developed enough to play at Ft Wayne.
High school kids just drafted go to team in the Arizona League ... another "short-season" league (which milb.com calls "Rookie"). Last year, the Padres fielded 2 teams in this league!

I don't know ... but I do know that the schedule at milb.com schedules 2 teams (AZL Padres 1 and AZL Padres 2)

Short-season in Pasco, Washington, which is right on the Columbia River about half-way across the state.
Typically, the rosters in the Northwest League are predominantly college picks and players who had remained back in extended spring training from early April until now. The Padres have been aggressive in pushing young players up there (as they have, obviously, at Fort Wayne this year) and the Rangers consistently had the six youngest players in the league when Preller was there.
Among the most interesting XST names missing from the initial list released are Joey Cantillo (who was ahead of Bellinger for most last year), monster RHP Starlin Cordero, and hard- (but incredibly wild-)throwing RHP Chandler Newman.

What?
Any idea why?....cause it couldn’t have been performance based.

MacKenzie Gore moved into the 60s, as his stuff electric, clearly among the best in the minors from a repertoire quality/depth perspective, before he began dealing with blister issues which kept him out until this past Sunday.
Michel Baez moves down from the 55 FV tier after contending with back injury this spring and diminished velo (94-97 last year, 92-95 this spring). He’s been passed by Chris Paddack, whose stuff is back after surgery and currently better than Baez’s.
