They have the OF depth to do it.. and need BP arms (compete mode) and SP.. why I thought of them.. Grish + Morejon + Wilson + Rosario could be a solid package for Both teams..we may have to add 1 of Henry Williams or Mazur to the mix (2025 ETA) down the line SP to get the deal over the top...and who knows they may prefer Cosgrove and Baez for more control or the other way Garcia + for a high leverage/even Closer vet..

Think you are under-estimating BALT and their direction this winter.
First of all they finished the season at 83-79 but impressively after July 1 they were 48-36 ... 12 games over .500 is very good in a very good AL East.
Second, at this point, they have a very low $43MM+/- payroll ... and have said they are willing to spend more given their team is on the verge of making the playoffs. So, think FA.
Mullins is their lead-off hitter, plus defense, and with 3 years control (now about $4.4MM). One of the better CF (all around) in MLB.
I see no incentive for BALT to deal Mullins ... but if they did they would need a quality established ML piece(s) in return. My understanding they are looking at the FA SS market (to replace Mateo) for added offense and SP with Means out with arm surgery.
With the Padres needing bats and SP ... don't really have a match.

Martinez gets $10 mil in ‘23.
Should he do well as a starter, team can exercise option after ‘23 that would pay him $16 mil in ‘24 & $16 mil in ‘25.

Not sure what Martinez needs to do to get the Padres exercise the $16MM option … that is a pretty penny even in this market … would guess Darvish / Musgrove type numbers in both ERA and innings. So maybe 3.50 ERA and average near 6 innings over 30 starts.
On the flip side, if Martinez does not cut it as a starter and is returned to his RP role in the second half … he may take the $8MM (which is about right for that role).
Martinez opts out if he is an “adequate” SP … and he wants to start … but even with a 4.00+ ERA (see Manaea / Clevinger) and pitches enough innings he should get in the $10-12MM zone. A lot of grey area but SP are always in demand so will not be without a home at no worse than $8MM.
