At this point, I'd say even money.
That is how I see it ... he needs playing time to develop his defense and plate discipline offensively.
However, I could see him on the 25 man to start the season and get optioned in AAA in a couple of months. If we assume Hedges (fresh at the start of the season) gets virtually all the starts ... Mejia would be on the bench but getting tutored by Barajas on how to call games and defensive techniques ... then get optioned to employ those learnings in AAA.
Stewart is the other option to start on the 25 man but he is not on the 40 man ... so delaying adding him gives some more time to make the DFA call considering they have to make that call when they add Tatis and L.Allen and they have already burned 3 60 day DL moves.

Quote from David Jay on March 4, 2019, 1:48 pmIn terms of 40-man stuff, given that Torrens would be burning a second option year this year, I think it's pretty likely that you'll see him stay in big league camp until near the end of spring, and then they'll try to get him through as a DFA/outright assignment when everyone else is in their roster crunch. There is no chance he's going to be ready to be a meaningful contributor to this club before he's out of options, so better to try to get out of that cycle now rather than scrounge for a way to keep him now only to loose him when he's closer to being big-league ready.
Seems pretty obvious that Guerra would be the move whenever you add Tatis.

Quote from fenn68 on March 4, 2019, 3:15 pmIf .. as many suspect ... Tatis and L.Allen begin the season in AAA probably not going to be an opening day issue for clearing a 40 man spot.
Still expecting a deal in the next few weeks that may reduce the 40 man and, if not in ST, early in the season a chance of an injury creating another 60 day IL option.
I am not sure how Pirela survives even for opening day baring a rash of INF injuries. Also, Mitchell (no options) will at some point be a DFA ... not sure anyone claims him without options. I guess Diaz (out for about 2 months with the knee injury) COULD be ... as a short term placeholder ... be moved to the 60 day IL and then go for a 30 rehab when ready.
Then at some point Guerra is the guy being DFA'd. Think Torrens might hang in there longer ... first he is a catcher in a world with a need for catchers .. so with 2 minor league years should be claimed by a rebuilding team with a bad farm system at a minimum. As such, he may become a better trade chip for the Padres than the other DFA options OR make the trading (or position change) of A.Allen more feasible after this year with Torrens assuming the "call-up" role in 2020. He or Allen just may be that 2nd/3rd player that gets a deal done. No so much from Pirela, Mitchell, or Guerra.

Yeah, my "4+" guys with astericks i.e. edge of roster are: Pirela, Guerra, Torrens, & Brett Kennedy. and Bryan Mitchell.
They might have to DFA Torrens if they decide to add Stewart to roster & start Mejia in AAA.... don't see how you can carry 5 C's on 40-man. But Green did just praise him... maybe a little window dressing there?
I don't like the way the bottom of the 40-man roster is composed. Feel like G. Reyes & Avila & even Olivares (more potential) maybe as expendable as guys above. Adding 7 guys plus all late season guys plus 3 Rule 5's still around plus Espinoza a must protect but nowhere near contributing... just not how you want 30-40 on your roster to look.
I don't see the SP depth to get rid of Mitchell, let alone Kennedy, but might happen. Guerra is likely since Tatis, Urias, Machado, & Garcia --who's looked good so far-- are all SS capable. I think Pirela is the 25th guy which I'm OK with. I'd much rather see him PH than someone like Cory Spangenberg or Hedges. He'll give a quality AB as a PH. Good hitters like Allen, Naylor, & France all need to play @ AAA.

Quote from David Jay on March 4, 2019, 8:50 pmA quick note of correction... Cordoba is already off the 40-man roster and Diaz would be very likely to be part of the active 25-man roster if not for the injury, so the Rule 5 picks aren't really a big issue on the roster right now. And there's zero chance they're moving any of Reyes/Avila/Olivares off the 40-man at this point. After choosing not to expose them in the Rule 5 draft, where the need to keep them on a big league roster would be a deterant another club from taking them, the Padres aren't going to turn around this quickly and just give them away at no cost.

Quote from fenn68 on March 5, 2019, 5:19 amAgain we see why having redundancy is important in building a team and why locking into one plan is risky ..... Jankowski's broken risk is reported as keeping him out for an extended period. Looks as though Cordero's stock is up as the 4th OF as the LHH / ability to play all 3 OF slots.
Now that Jankowski is in line for the 60 day DL, not much of an issue for structuring the opening day roster if they need to add a non-roster player. Still think Diaz could also be pushed to the 60 day if needed. IF nothing else, any 40 many DFAs are pushed off for some time ... and who knows what will happen by then. So, maybe they have the flexibility to add 2 non-roster players at the end of ST.
=======
Side comment: don't think the Padres had anyone selected in the Rule 5 so they must have protected the right players ... and no real reason to leave open slots on the 40 man ... instead just protect the highest risk players and go the DFA route when (if) a better option surface.

I understand completely. I was referring to Perdomo (not Cordoba)/Diaz/Torrens. I'm just saying that guys like Kennedy, Guerra, and Pirela have more "present" worth to roster than guys like: G. Reyes, Torrens, Espinoza, Olivares, Avila.
Overall roster is clearly going to turn over more going into next year with only 1 true FA (Stammen) + 2 new RP's on club options. Part of my ongoing argument for a "consolidation" trade of multiple 40-man guys for 1 great SP
