Needs to improve both arm strength to go at least 5 at the ML level combined with demonstrating some more effectiveness. At least 2-3 more EP starts would seem the trajectory and be recalled as his rehab ends (May 3).
Although I have my doubts about Waldron ... he has been the most effective arm in EP and has shown he can go deeper in games ... so calling him up makes sense (and out of options) and buys some time to fully evaluate Pivetta, let Canning fully build up, and make a better evaluation on Buehler and Marquez.
Only 10% of the season and the Padres have one of the best records in MLB so some ability to be conservative with the goal of retain the best mix of SP for the full season and so far too little to draw good conclusions.
