I think the extra money was to land Humberto Cruz, the top rated pitcher from Mexico. I wondered how we had enough money to sign both DeVries and him, because it didn't add up. The past two trades for $750,000 takes care of that.

They had De Vries and Cruz covered with the base allocation and the Carillo deal. The better look is eventually seeing if any of the other > $10K signings end up better than Dickerson.
I liked the pick of Dickerson but any player picked that low (signed with 4th round money) is a long shot to make the ML let alone have a long productive career. With the added $500K the Padres can sign 5-10 very good international prospects … all also long shots. Better chance that one of the multiple international prospects make the ML than going with only one prospect in Dickerson.
But yeh, will have an idea if the moves worked in 3-5 years based on arrival in the ML.

He announced his retirement. That doesn't mean he actually formally filed for retirement. Filing retirement paperwork would mean he gives up what's left of his contract. That's almost certainly not going to happen. He's still going to get paid. They could in theory reach some kind of settlement that would allow him to formally retire. I don't think it's very likely.
