Hard to gauge the impact on the Padres. The Padres have been very good in the International market scouting and signing those mid - range kids and, under the current system, get a larger bonus pool than most.
If the Padres are good and get a late draft pick slot then every 30th ... might not have the access to the overall quality (depth) of prospects. Given the high risk in signing 17 year olds ... volume would seem an advantage vs focusing on one "top 30" prospect.
What might be interesting is how some teams ... teams that really don't focus (spend / scout) on the international market ... do in a draft mode.

I guess this means we probably miss out on the 14 year old Catcher(name escapes me atm) if this draft goes through.
Which I’m guessing it pretty much has too.

You are referring to Ethan Salas, I believe and he is eligible to sign next year. The draft would not start until 2024, so we may get him before the draft would be instituted.

Let’s hope….losing out on him would just be so Padres right now.
