I guess it would normally be July 1st, but don't know how/if they plan to handle it in 2021 with Covid pushing it from July to Jan ('21) for 2020. It's confusing, but I think of this announced class as "2020" signings.
...Basically "next year"

Was it officially reported somewhere?
It sounds like they don't have the $ for Susana this signing period, but planning to for 1 MM+ NEXT signing period.

I think the new schedule for international signing is Jan 15 - Dec 15 ... no signings until the next signing period Jan 15, 2022 - Dec 15, 2022.
Signees must be 16 at time of signing.
So, IF a team has not exhausted all its pool money with the current signings .... they may be waiting for a player to turn 16 later in the year ... or they could have an agreement to sign him next Jan 15 with new pool money.

According to the SD U-T, the Pads also signed Javier Chacon LHP from Cuba; Alejandro Hernandez from Venezuela that can be a CF/SS/C, the C possibility is interesting, and he is considered a speedy runner, which makes catching an unlikely permanent position for him (on the Padres transactions page they listed him as a 2B). Finally, Heber Villelobos C from Mexico.
Interesting, the Padres transaction page hasn't listed Lizarranga, Chacon or Rosario as officially signed yet, but that could be due to the weekend. Go Pads!

Pads formally sign RHP Victor Lizarraga (17,Mexico) for reportedly > 1 MM; "best P prospect in Mexico" B.A. #34 Intl prospect.
Also RHP Riley Yeatman (17, Australia) a big dude; "best P prospect in Australia"

Susana had a very, very late spike in velocity and progressed from throwing in the mid-80s to the mid-90s during a very short period of time. Because he popped up late relative to his peers, his deal may be for next January rather than during the 2021 calendar year. He's your typical big-framed, big-armed teenage P prospect with both extreme risk & upside.
