It sounds like they don't have the $ for Susana this signing period, but planning to for 1 MM+ NEXT signing period.

I think the new schedule for international signing is Jan 15 - Dec 15 ... no signings until the next signing period Jan 15, 2022 - Dec 15, 2022.
Signees must be 16 at time of signing.

Finally, Heber Villelobos C from Mexico.
Interesting, the Padres transaction page hasn't listed Lizarranga, Chacon or Rosario as officially signed yet, but that could be due to the weekend. Go Pads!
